I would go with Nannostomus mortenthaleri (Red pencilfish) in your situation. I just saw some last week, and the coloration of the males is absolutely striking.

At least not while other tetras are present, I have a mix of glowlights, neons, black phantoms, and a Hyphessobrycon species that was sold as a "candy cane" tetra. If a true school is your goal choose one species as the focus. A few peaceful non schooling fish could be added if you need more variety. Dwarf gourami hybrids add color, ottos will keep the plants clean, my pygmy cories are still often found in their little shoal. Also don't forget that there are many other loaches beside the clowns and they don't get nearly as large, but their colors are more subtle.
