Low algae in planted tank. Will oto's survive?

Great! Now I have this insane urge to go eat some elephant garlic.

but lately I've had so little algae that even my snails are dieing off

You'll find that snails are partial to the veggies too. My otos have to battle it out (in a nudging way) with the shrimp and snails to get their lunch. They all get their share though.

I've never had my otos eat wafers. They just won't touch them. They're not too keen on lettuce either.

My oto's will eat the wafers, but don't seem too crazy about them either.
