Making a wet/dry filter

Is there a rule of thumb that you all use when building a wet/dry filter, as far as how much filter media one would use per gallon. For example, if i had a 30 gallon aquarium, I would need to push 60 gallons of water per hour right? And i would need 30 square inches of gravel/bioballs/nylon stripps?
 
I run my wet/dry at a rate of 3x tank volume per hour minimum (and I usually run the minimum). Some go up to 10. I have some massive stock levels and 3x works for me.

The industry standard is 2.2 gallons of bioballs per 100 gallons of tank.

You can determine how much media of a different type to use by comparing the surface area of bioballs. here is a chart for reference: (taken from Oddball on MFK)
