Movement/Airation

I have a 5g Betta tank. I want to reduce movement in the tank. I currently have a HOB filter, there's a couple of options on changing that out, what do you suggest?
My main delima is this, how do I keep the water oxygenated and free of that layer of film that sits at the top of the tank?
Any help is appreciated.

That's a good Idea. I would probably prefer to have the Air driven Sponge filter, but that's a good solution until then.

That is a great idea. Would work well in a fry tank as well.
