hear it is.
Its only big enough to house 2 goldfish, so I might make it a tadpole pond.

Why only 2? Assuming I read correctly your pond is 7'L x 3'W x 3'D right? Here is a pond calculator you can use. I came up with roughly 471 gallons. http://www.enkoi.com/calc2.php

You would not be able to keep koi which can get at least 2' in length with good care. Goldfish are smaller most get to 10-12" but I have seen some get slightly larger.

How many you can keep would depend on water quality, what is your winter temps, will it freeze over solid, etc... It would be best to understock to allow for breedings. Goldfish breed like rabbits. Once they start they do not stop. You will have plenty in no time. Out of my 5 goldfish I usually have to rehome 2 or 3 dozen min. by the fall.
 
I agree with chenya. My little pond isn't much bigger, and I have five goldfish. (and one koi, but I just found a new, bigger home for him, yay) This year I also have several baby goldfish. So yeah, a few goldfish could quickly become more. But your pond is still big enough for five or so goldfish. Probably more, but I'm just factoring in the possibility of them breeding. But it looks like you'll have a nice little pond, can't wait to see it when it's done.

Ok so I didn't think about the fish breeding, guess this might be because I have a saltwater tank and I have not really heard about a lot of luck in breeding them without any type of real work.
 
Could you put something else in like mosquito fish? Does it freeze where you are located?
 
the question was if it froze in your area.. not where you live.
