I have an oscar fish and recently the power went out for 3 days. I was gone for a whole 24 hours before I got back and the temperature (which was freezing during the days the power was out) went back up to the 70's. I think it has something to do with the water temperature changes. Now he is laying on the ground and hardly moving or eating with fuzz all over him. What should I do? Is there anything I could do and what is wrong with him?

How big is the tank that he's in? I don't know much about diseases, but I know that if his tank is too small, that has quite a bit to do with it.

is that high 70's or low 70's? another thing 30 gal is way to small for a oscar they need 75 gal min they get to be over a foot long. the lower weakens their immune systems. my fish have been healthy and i am not great on diagnosing diseases. i dont know maybe its ick. here is a link that talks about it and says how it looks. http://aquafacts.net/wiki/index.php/Ich i am prob wrong but at lest its a start.

when was the last water change? have you test the water? what are the readings? (ammonia nitrite nitrate)

the temp caused him to stress and his slime coat is depleated.... or it might be velvet taking advantage of this... add some stress coat and turn up the heat to high 70's to 80s and if you wanna prevent any imfections/parisites use melafix and pimafix

What is stress coat, melafix and pimafix? I am really new to this... The fuzz does look like velvet. The stress is causing the velvet-y looking stuff all over him? What do I do about it? Do I leave it? Do you think he will survive?

Melafix is an all-natural medication derived from the leaves of "melaleuca," the scientific name for the tea tree. The healing properties of tea tree extract has been known for centuries. University studies and extensive laboratory tests showed that melafix is an effective bacterial remedy for freshwater and marine fish. Melafix also caused rapid repair of damaged fish tissue and fins. New growth was seen in as little as four days of treatment.

PimaFix is a natural botanical anti-fungal remedy for both fresh and saltwater aquariums. It will not discolor water or stain decorations. Can be used together with Melafix to treat a broader range of infections and promote faster healing.

Thank you so much for the info. That helps a lot. I have tea tree oil and I am aware of it's medicinal properties. Will the tea tree oil be okay to use?

Make sure that you have a heater with the temp at atleast 79 degrees, and make sure you have an air pump for atleast a 30 gallon tank with alot of air bubbles going into your tank, if you dont have enough air bubbles in the tank you will be suffocating your fish and he will get lethargic and may not eat, you can also put a couple table spoons of epson salt into the tank that helps his stress level. If he stays lethargic after you heat up the tank a little and give the tank more air bubbles than I would suggest using Maracyn 2 its like a fish antibiotic and wont effect any other fish in the tank or effect your tanks biology and make it cycle Maracyn 2 works wounders you can pick it up ant any pet store, I used it on my sick oscar after trying other remedies and he got better in 3 days and he was sick just sitting on the bottom of the tank not eating for about a week and a half.
