So this plant came in as one of several extra goodies packaged with some fish I bought from aquabid. Anybody have an idea on what it is? It didn't come in the best shape and it looks and feels delicate.

Yes, it's Hygro - can be a beautiful plant in the right setting - and it will bounce back and grow like a 'weed' - lol.

Hygrophila Rosanervig and it is on the federally banned list. DO NOT give this plant or sell it to ANYONE and when you get tired of it I would suggest nuking it. It is a beautiful plant that will get pinky red at the tops if under the right lighting conditions,
NJ doesn't have a noxious weed list. Does this mean I can't trade/sell across state borders only or within the state as well because it's on the federal list?
Mg is correct, federally banned means FEDERALLY BANNED, doesn't matter what the state says the federal government has banned it. If you would like to have your tanks raided and torn apart go ahead and try to sell it but don't say you haven't been warned.
