Need of some help

I have a 24 Gal bowfront tank at the moment while I get things done to my 75G show tank, I have left this tank up for a week with a powerhead running and added 4 pieces of Liverock, my problem seems to be that the salt is not dissolving property but my water has the 1.022 Gravity Via a hydrometer (sp?) I have one tomato clown a mandrin Goby and a Coral beauty in there but they dont seem to be doing to well, I have a HOB filter on there at the moment, the water was run through a RO/DI Prior to being mixed with the salt mixture, Is is possible that the salt has gone funny? Is that possible? anyways the Specs on the water is Temp 74.2 Degrees 1.022 Gravity 0 nitrates (both) ammonia o as the cycle hasnt even started yet? I hope I get better responces over here, the marine newbie section has little help..
 
Ok, first off am kinda confuse :)! You have a 24 running while you make adjustments to the 75, and the former has been set up for 1 week right? How is the salt not dissolving properly? Is there still salt in the sand/gravel? If so you need to get more water flow in that area to stir it. Did you premix the salt? What type of salt are you using? I would REALLY watch all those 3 fish in a brand new tank (the LR won't help a whole lot regarding the cycle, the tank WILL still cycle). Mandarin's are extremely sensitives are are CB's. as stupid as my first post sounded yes, I have a 75G in a tank shop getting drilled and overflows put in. I have a powerhead in there constantly It's been better. the tomato and coral beauty and wrasse seem fine this AM
