Ever since I put the new lights on my tank for my plants (2wpg, 40gal tank), my neon rosy barbs have been acting strange i.e. swimming faster and erratically, hiding in the corner, etc.

Are these fish that sensitive to the light? Would more plant cover suffice? The alternative is to move them to a smaller tank. They hardly ever venture out to the front of the tank anymore.

Maybe a cave or good sized rocks would help some. If you are interested in floating plants, I would recommend getting some as they are cool. You dont have to sacrifice the plants which grow in the substrate. Just make sure you keep about 2/3 of the tank open so lighting can get thru. :)
