Neon Tetra Problem

One of my Neon Tetras seems to be a little confused as it is trying to swim out of the water. It is not trying to jump out and it is not simply gasping for air, but it looks like it doesn't know that it is at the surface and tries to swim higher. Also, it let me pick it up with my hand, which makes me think that it is blind or something. The only problem with that theory is that it responds when I open the hood by trying to swim further out of the water.

Does anyone know what might be wrong with it? It seems to look fine and has been doing this for at least the past 18 hours. Water parameters are fine. Also, obviously it is not schooling with the others as they all hang out near the bottom right area.

please include the water parameters ..this helps diagnosis.

water parameters = fine is very relative..
you would have to define what 'fine' is.

I have seen some say that .25 ammonia was fine

aside from possible water issues there could be any number of other things that can cause this behavior

what is your water change schedule like?
what conditioner are you using? any chemicals added to the tank?

Ammonia = 0
Nitrite = 0
Nitrate < 40
ph = 7.6

Water change schedule is weekly 20-25%. Conditioner is Aquasafe. Only trace chemicals would be the blue silicone left over from using malachite green 6 months ago when it was a saltwater tank. Nothing (decorations, gravel, heater, ect..) was used from when it was saltwater and carbon is run regularly. Also, my inverts are doing just fine so I don't think that its any residue from that.

I was thinking more along the lines of disease or sensory problems, but it doesn't have any white patches to indicate NTD, and it doesn't have any problems swimming other than the fact that it tries to swim in air instead of water.
