neither of them are really nippy and specific water params aren't all that important, but generally neons like soft, acidic water...same with congo tetras, anything around neutral should be fine though...also neon stocks have been pretty fragile lately so don't be suprised if unexplained deaths occur
I've had them both, in a 90g, and the congos thought they'd be nice fish to chase around and nip at. Little by little they all dissappeared. I had 10 congos and 30 neons in there.
I've never had real sucess with Neons. My mother got 20 of them and a 10 gal bowl. They didn't all fit, so I placed about 13 of them in the bowl and the rest went into a 5gal betta tank that I had setup with my old boy Crush in it. The ones in the bowl all died, bar one. My mother accidentaly poisoned them while cleaning. The others survived for a while, but they started dying off over a period of months. Haven't had any since. Congos are good fish. They get a good size, lovely fins, not aggressive, you can train them to take food from your fingers, like to be in groups, not nippy and school nicely. I have three of them and they are nearly always together and quite often take the food from my hand. I was feeding them some prawn just before Awesome fish, I think they are good for most tanks with non-aggressive fish in them. Both can be nippy. You'll be surprised how bettas even end up with horribly mangled fins just being mixed with neons. Several characins have the tendency to nip fins so you have to be careful what you mix with them especially long-finned specimens. Congo tetras are much more able to defend themselves from harassments than neons and can nip in retaliation.
Emptywallet, which tank are you placing them? Bear in mind your serpaes will never work well with neons and guppies. Ditch those serpaes before you consider them. Serpaes are far too feisty and I won't be surprised if the serpaes or Congos eat your shrimps.
you need to make sure that the fish you keep with them are quick. slow moving fish may suffer unless you provide retreats (plants, caves, etc). your water will probably be fine provided you acclimate them slowly and let them adjust to your water conditions. stability is way more important than what the parameters actually are. no ammonia, no nitrite and a stable ph

I have four fairly large Congo Tetras and 18 Neons in a 37 gallon tank and haven't had a single problem (no losses). My PH is 6.8
Most schooling fish nip at each other some, sparing for hierarchy. Though Tetras are generally peaceful fish.
