Yes. When you inject CO2, you have to minimize the surface agitation. Agitating the water forces out the excess dissolved CO2, bringing your tank into equilibrium with the atmosphere--basically making that injection setup a total waste. Bio-wheels tends to cause significant agitation (flinging water around in a circle). You want a filter that causes minimal surface disruption.
