If I’m at the point where I can just scrap a second aquarium to start over, how do I do it? Wash everything out? Fake plants, rocks and statues and then buy new sand? Then how do I clean the filter? Bleach it and buy new media as well as the sponge filter? You can’t bleach a sponge filter right? Or should I just buy all new and be safe so the ich doesn’t transfer to the new tank?

Just treat for ich.

Can either raise the tank temperature to above 86F for 2 weeks, add salt, or get ich medication (most is fairly inexpensive).

High temp and standard table salt for 2-3 weeks. That's all it takes. Especially with no hosts to aid their cycle of life.

It wouldn't hurt to do a deep gravel vac at the beginning to remove cysts that haven't hatched as of yet. Then re-cycle the tank with other media after treatment and adding new fish.

The inverts will not be affected by the ich, but can carry it. They aren't the right host for it. However, they can be affected by the high temp/salt conditions needed to rid the tank of the ich.
