I noticed part of one of my neon tetra's fins missing. My fish are on my signature. Which fish may have caused it? Also, should I add another neon or any other fish? Thanks! Even if it means I have to go bigger. Thanks!

Yes, the neons will be better off in a bigger group--but you will have to upgrade first. The glass cat would also do better in a group--but only if you go to at least a 40.
For the damage--could be a guppy or platy is bugging the neons, could be the result of bacteria. Does the fin appear to have a clean edge, a jagged edge, or just tears?
