Nitrates and Algae

I am suffering from Green and brown algae. What is the best way to reduce Nitrates. The aim is to minimise the algae growth in my tank.
I have a algae blennie, Hermit Crabs and red blooded shrimp - All of which appear to little for removing algae. My tank is 6 months old and I only use RO water. Tank size is 38 gallons.
 
Do you have a protein skimmer, and do you do water changes regularly?
I rely on water changes mostly to keep my nitrates at 0 (or very close)
 
I have live rock. No protein Skimmer (My tank is small and could not fnd a small skimmer). Change water every two/three weeks
 
It may just be a matter of waiting it out. You would be surprised what a little patience will do. How high are your nitrate and phospohate right now?
