Noob lighting question

I want to try my hand out at plants. I have a 20 gal high tank, the lighting is a 16 watt flourescent that came with the tank (walmart 20 gal deluxe). Anyways I know I am going to need more light than that. However I wasn't sure if I will need just a need bulb (which to get?) or will I need a new lighting strip and a glass canopy or something. I am not sure if my current setup would permit a 30-60 watt light bulb either.

I want to keep it pretty reasonably priced if possible.

The ballast in the hood is what controls the voltage. You're going to have to either replace the ballast, or get a new hood. A new hood would be cheaper.

What are the dimensions of your tank? And what kind of plants are you aiming for?
 
I have a 20 gallon high (24 x 12 x 16). I haven't decided as of yet which kind of plants to get. Something easy for this is my first time, but I would like to get a decent enough setup to have options if I want more needy plants.
I have basic sand for substrate.
