depends on the species of catfish..most goldfish are cold water some cats are but they also have tropical cat.
sounds to me you have bacterial bloom..very common in new tanks that are cycling.
diatoms maybe..
either way most of this is settled when the tank matures.
if you have fish in the tank..keep an eye on ammonia, nitrites and nitrates..these are indicators of the cycle..do not clean the filter unless the flow is impeaded by sludge or mulm..then rinse the filter in tank water when you do water changes.
the bacteria you need will build up and colonize on the filter media..changing media will prolong the cycle maybe even interupt it so you may take much longer to cycle.
the bloom in the water probably won't hurt anything.
dust from gravel usually settles in a few days..s most likely that is not the issue.
