im considering otos as a means of algae control. would i be able to keep them in the same tank as angels or would this cause problems?

How big a tank? The smaller the tank, the more likelyhood of agression. Paired or mating angels would also increase agression. It's also never a good idea to get a fish just because you want it to do a job for you. Try scraping algae off and feeding a bit less. Algae is usually symptomatic of overfeeding or too much light.
Do you know whats causing your algae? Or what type of algae you have? Some types ottos won't eat.
