Overstocked?

I like keeping guppies at a 1:3 male:female ratio. Otherwise the males will bother each other. ...and neons in groups of 10. Looks good though. I have about the same stock in my 20g (tall), but only livebearers....guppies and swords. I also have a good growth of java fern, so barely see nitrate rise over two week periods.
 
No Cichlids

if you put the 2 ram cichlids in with all of those tiny fish they will just eat all of them like they are in there as feeder fish. But hey it might be fun to watch.

I think your last idea sounds okay too. I would say decide on what you really want and go from there so you won't regret anything. Your plan sounds good just make sure the dg are what you want cuz thats about all you could change now ;)

Rams couldnt eat those fish.

4 Neon Tetras
3 Guppies (but they'll all have to be male )
3 Ottos
2 Dwarf Gouramis
4 Kuhli Loaches (I really want this fish)

This sound fine to me

Hopefully you're right. I dont want to overstock it. I might even take out 1 Kuhli Loach, (Im sure 3 can still do alright) and 1 Guppy.
