anyone ever use paver sand or base in an aquarium? got tons of it and was thinking of mixing it with portland cement to make decorations.

I've used paver sand before. I'd just suggest testing the individual stuff you have to see what kind of effect it will have on the water conditions. The composition of the stuff will vary greatly depending on where it came from/what kind of rock is in it specifically.

Also, paver sand is what it is for a reason. It's used in placing pavers because of its ability to be compacted rather easily. In a tank environment, you would probably have to stir the substrate somewhat often. Especially if adding live plants. Just my opinion and based on no real proof.

Maybe others can confirm or deny this line of thought?

Paver base does that really hard. All it's good for is compacting. Paver sand is actually more of a larger grained sand (atleast what i get). I super-rinsed the stuff I used to get all of the little stuff out of it, and what I was left with was about half to 1/3rd the size of regular clown puke. Large enough to gravel vac without kicking it up. It is generally more flat, disc shaped than rounded though, so it will compact to some extent. I just swirl it with my python tube about once a month and have no real problems with it.
