If there's no corals, just enough to keep detritus from accumulating around the tank.
If there's corals, it depends on the type of corals, but it would generally be more than what's found in a fish only (FO) or fish only with live rock (FOWLR).
If you're looking for a numeric generalization, around 10x turnover would be fine if there's no corals, or 360 gallons per hour of flow (a reasonable amount more isn't going to hurt anything). If there's corals, you could double that number and be fine for many corals. Typically, achieving flow with two (or more) smaller powerheads provides more flexibility than a single larger powerhead does, in terms of preventing detritus from piling up / getting flow to more parts of your tank.
