Its for a 20-30 gallon. It is turning a bit slower and sometimes hesitates, but still turns. I swish it in the bucket water I have siphoned every WC. So it is not all nasty or something. Is all the necessary bacteria weighing it down that much? It is for a new tank I set up not too long ago.

I assume you're referring to the bio-wheel? Many people have problems with them turning after awhile. Cleaning the spray bar tubes that make it spin helps .

I have a Marineland Penguin 170 on my 20g High and it's good. However, I am replacing it with a Eheim 2213 =P

Make sure the impeller doesn't have anything wrapped around it, and rinse the filter insert so it doesn't slow down the water flow too much. I've found that slow flow rate is the main reason my biowheel (Penguin 100) slows down and stops/starts.

But as long as it's turning, it's working.

The Penguins do not have spray bars, and I've had an issue with the wheel on my Mini not turning. As it turns out, my intake was a bit clogged, and had slowed down the flow enough to where it wasn't powerful enough to turn the wheel. I agree that taking it apart and cleaning the intake tube and impeller should help. But as long as it is turning, it still works, and it is normal for it to slow down in time.
