anyone have any experience with them or general info like do they eat frozen foods or anything? I know they are expensive and sopposedly reef safe and stay relativily small.

Pine Cone fish are normally found in very deep water. I think they prefer cooler water, and are carnivores. I have never kept one, but the few I've seen in other aquarist's tanks tend to move around very little, generally remaining stationary. I think they also require dim lighting, and are a relatively difficult fish to maintain. They would certainly be "reef tank safe", but I suspect that most reef tanks are not Pine Cone fish safe.
They definitely aren't comfortable with bright lighting as they come from deeper waters as mentioned. They can also be a challenge to feed, especially in a tank with less stingy fish that snag all the offerings first. The bioluminesence is cool, but I would recommend taking a pass...these can be very hit or miss depending on the collection practices. (They come from deep enough water that they have to be raised very slowly to prevent decompression damage, and not all collectors do so).
