Planted tank with no fishes -- still need filter?

I was thinking about getting another 20 gallon tank, but this time only have plants in there with no fishes (and no invertebrates).
Would I still need a filter or would the plants be fine in idle water?
 
plants should be fine without filter.
 
Th plants will be fine with no filter. I have a few bowls and vases that I've added substrate to and planted. Only problem I've noticed is one tends to accumulate lots of surface scum and I havent quite figured out how to deal with it yet. Plants do well so far though.
 
I wasn't sure if plants needed water circulation or not, but thanks for clearing that up for me.

Betas huh? I never thought about that.. . this might be something I'll consider, but i'll need more info on Betas.

I know they can survive in a lot of environments, but without a filter or air stone, would they be suffering. .. even a little bit or does it not bother them at all?
I don't know too much about these fishes, but I know when I see them in the stores, I always feel bad for them.
 
Heck (IMO), with a 20gal, lots of plants and no filter, you can have a Paradise Fish.
 
I already have 3 tanks and considering getting 1 more, but the electricity bill going to kill me.
But this is such an addictive hobby, I just want to do more and more -- haha

So, I just figured maybe I'll get away with using a 20 gallon in the back with just plants and another 20 gallon in front of it with fishes and shrimps (and limited amount of plants).
Basically, nothing will be needed other then light for the one with just plants.. . well, at least that was the idea at first, but now i'm not sure.
 
Just to throw this out there...an AC 20 runs on about 6 watts. Even if running 24/7/365 that's about 50-60 kwh a year...at about $0.20/kwh MAX (most areas are at least a few cents less) that's about $10 the entire year to run an filter, even if it's a bit undersized for a fully stocked tank.

Not saying a tank w/o filtration wont work, I just wouldn't limit myself because I thought a filter would kill my electricity budget.
 
I'd still add some sort of circulation, personally, even with just plants. Would make sure anything you are dosing (ferts, CO2, excel, etc.) is more evenly distributed.

...and I think a betta tank should still have a filter to account for unforeseen ammonia spikes or else do daily water changes of 40% or more. Just because they can survive poorbwater conditions does not mean it is an ideal way for them to live. Think about where they come from and the way a rice paddy works while in season (ebb and flow basically) Here is a good intro to some betta myths
