For a 10 gallon you don't have to worry about "injecting" CO2. There is a more simple solution: Flourish Excel.

This is a substitute to injecting CO2 and is fine for a small aquarium of 10 gallons. You can grow just as healthy plants with less light(though not as low as you currently have) and lower doses of CO2(or the substitute). They will just grow slower, but not less healthy.

Use at least 30 watts incandescent(IMO) and dose with Flourish and Flourish Excel. The other nutrients will be provided from the tap water, fish waste, and left over fish food.
