What kind of fish disease makes a fish disoriented and sleepy with its fin bases inflammed and/or reddish around??

Sounds like finrot. Post couple of photos of the fish and post exact numbers for Ammonia, nitrite and nitrate.

Give us more detail, like water parameter readings in PPM, your water change amount and frequency, what else do you have in the tank, any new additions, etc..?

Without any more information here, helping is impossible as mentioned above. My first reaction was that it sounds like an uncycled tank.

Without any more information the only thing I would suggest here is to change water, at least 50%, and make sure it is dechlorinated. It cannot do any harm. Please test the water before and 30 minutes after the change and report here: Ammonia, Nitrite and pH and, if you have the kit, KH.
