Is there any tank cleaner, ie. Starfish, crab, etc, that the puffer will not eat?

nah i had lots of marine fish and wen i cought a wild puffer it ate evryting

I don't think so.

You could try some small hermit crabs and snails, they might be able to sneak under the radar...at least for a while.

All crunchy cleaners must be considered temporary occupants when ketp with a puffer. Sometimes limpets will survive for a while, but anything that is added when the puffer is alert will be sampled and consumed. The more mobile critters, like shrimp and crabs, even hermits, tend to attract more attention and get eaten faster. Slower critters, like the limpets, often 'figure out' to stay hidden when lights are on, so can survive.

Ultimately, though, it will be up to you to keep the tank clean.
