IMO nothing will work in a tank that small. Definitely not 2-3 guppys or neons.
Mayree,
The only fish that will do well in this set up are the Heterandria formosa. These guys are a very tiny fish, Adult males are about the size of guppy fry. Many people do not realize how tiny 1/4 of an inch is until they see it. Neons are actually bigger and bulkier than these little guys. Many hobbiest out there will actually raise them and have thriving colonies in 1 gallon jars. I prefer to keep them in small tanks as a 2.5-5 gal setups with lots of plant life.
Here is a golden color female.

These guys are a rarer variant coloration. they will stay this way for all of their lives. I have seen my collection turn gold every once in awhile. But these guys are being sold at a hefty price on Aquabid when they are around. For these guys, you are on your own. ;)
