Precautions when buying used filter??

I bought a sparingly used bio wheel filter. what are the precautions i should take before i set it up in my tank? any suggestions?

does rinsing with potassium permangenate take care of all the germ, ich and algae issues?

That would do it. Be careful to thoroughly rinse it w/ clean, Cl free water before using it.

If it came from a fairly healthy tank, I wouldn't rinse w/ anything more than tap & then Cl free water.
 
I would soak it instead of a quick rinse, but otherwise, yes. Unless your water has unusually high chlorine/chloramine levels, rinsing with tap water is sufficient. It doesn't need to be de-chlorinated water.
 
One more item...make sure it has all the parts. Just speaking from experience, having purchased items (not just filters) that I thought were great deals. They only turned out to be very good deals, as I had to search for a part or two.
