I have 2 dwarf puffers that I usually give frozen blood worms to. I usually let them thaw, then put them in the tank. The stuff kinda goes down to the bottom of the tank where they puffers stalk & eat it. Last week, though, was the last week of school so I was really really busy & usually didn't have time to thaw it, so would just throw it in (it floats then). Now I find that when I thaw the cubes & throw them in, the puffers attack it while it goes down, then leave it alone when it sits on the bottom. I was just curious as to whether your puffers eat at the top or bottom of the tank?

You should definitely make sure you thaw it before adding it to the tank. Also, dwarf puffers can be shy eaters. You may not see them eating when you're standing there, but walk away and they'll pick them off the bottom when you're gone. 
I just thought it was kind of strange because like I said, they usually just attack the food right away. Sometimes when I walk back in the room half an hour or an hour later, the food is still there...
Try to vary their diet a little bit. My boyfriend and I both have a tank each of dwarf puffers, and have recently noticed that our puffers haven't seemed too interested in bloodworms. They went right for the brine shrimp I put in there the other day. They took to the bloodworms ok today.
Brine shrimp should only be used as a treat and not as a staple food, unless you feel like going through the hassle of gut-loading the shrimp. You can find more answers here:

Keep in mind that dwarf puffers really can't eat that much, especially if yours are still juveniles. Mine would be huge and chubby after eating 3 brine shrimp, or about 4 blood worms. Try feeding smaller amounts each time, so nothing stays uneaten for mroe than a few hours--this uneaten food can pollute your tank.
Hmm...mine must not be juveniles b/c they definitely eat more than 3 bloodworms. I usually cut the cube & put about 1/4 in the tank.

If your snails are even given a chance to eat anything than you're definately feeding way too much. Cut down on feeding, you really shouldn't be feeding them to the point of getting bloated. That'll just make a fat lazy fish, which in turn creates a fat unhealthy fish. I'm sure you've noticed that puffers of any kind will eat until they're close to exploding.
how many fish do you have in there? I used to just feed mine a sliver of a cube. it's enough for 10 blood worms. You could also try and feed them live microworms or blackworms if you can find some.
