Question about bottom dwellers

Hello all,
I have a couple questions. First of all is on the fish I put a link for below.

The LFS just has it labeled as a Tiger Whiptail. Would this be too big for my 20 gallon?

If so I need some suggestions of a good bottom dweller for it. I just yesterday moved my 4 Panda Cories to another tank and need something to replace them.

It will get to about 4.5 inches, so be a sizable fish for a 20. If the tank isn't overstocked, though it will probably be okay.
 
My stocking for the tank is listed in my signature. I just took the Panda Cories off the list. I've also thought about Kuhli Loaches but with the Flourite gravel I have I feel might be too sharp for them. I really love that "Tiger Whiptail" but I'm afraid it will outgrow my 20 gall. I'd like to get at least 2 of them.
