No way. Most places on the East Coast is too cold for these guys during winter. They can continue growing year round in the extreme southern part of Florida though. Elsewhere in the winter they can continue to stay alive as a dormant tuber (like tiny black potato). These tubers can live in water that stays around 45 degree, but any lower for extended periods of time and you can risk losing these tubers.
Their are native Lotus that can overwinter in your climate, they are not red though. Your best bet is to take it indoors in the winter. It will go dormate and hibernate in a basement just fine.
