Reeallly Dumb Question

Hey all,
All things considered I should know the answer to this question but...
I am cycling a new tank for seahorses. I am going to go fishless obviously but cant remeber if...
No liverock needed to cycle right, I have all the live rock cured in an other tank and dont want to cycle with it in the tank for dieoff reasons. Could i just have the sandbed water and plop in a shrimp and it will cycle????
