why not both?
 
I don't know the size of your tank, but whatever you choose have a school AT LEAST larger than 3 of one species. They will be much happier in a school than in a mix of different species. You can have more that one school if space permits and you have a whole school of each type.

I have 5 rummy nose tetra and 6 neon tetra in a 29 with some cories. The fish are very bold and come out in the open together and even eat off the surface. Everyone has different experiences with tetra, but in many cases they will not come to the surface to eat. When I had only a couple they waited for the food to start to sink.

Schooling fish that are not in a school will often be nervous and show poor colors or have a tendency to hide.

It depends on the tank size. Scissortails get significantly larger. The largest adults in my 125g are approaching 3".

Never heard of them being called "black" scissortails before, though.

I meant simply that I've never heard of them being preceded by any color qualifier. I was just trying to make sure we're talking about the same fish.

Your tank is more suited to the danios (as opposed to the scissortails), IME.

Have you considered just adding to your existing schools though? Your cory would appreciate some company as they are a schooling fish.

I'm with leo, adding to the schools you have will make the tank much more active, the more fish, the more apt they are to school. And scissortails do get a pretty decent size though, a few of my bigger ones are 3-4 inches, they are great schoolers though, much better than any of my tetras. However, they are also in a school of 10, maybe 12, can't remember... in a 180g
