Scissortail Rasbora, Eye popping out, help please.

First of all my tank is a 70g that gets about 15-20 gallon water change and vacuum on saturdays. Measures no ammonia, no nitrites, 30ish nitrates (has been that way all along, 3 months-ish)

The fish i have:
2 Golden Gouramis
3 Cory Cats
3 Scissortail Rasboras
3 Tiger Barbs
3 Serpae Tetras
10 Neon Tetra
1 Silver Dollar (not lookin good either, maybe fin rot)
2 Guppys
1 Bala Shark
10 Ghost Shrimp and falling in numbers as the fish get a hold of them


I got home from work yesterday and noticed one of my three rasboras up near the top of the tank near the back breathing fast and sitting still. Once he moved i realized that the left eye is swollen up and looks like it is about pop out of it's head.

What do i do now? I do not have a QT tank set up at this moment but i do have a spare 5 gallon, heater and HOB that i could use.
 
You could go ahead and put the fish in the 5g. Put some media in the fiter to seed it. I would also suggest doing a good water change to the main tank as it would not hurt to get the nitrate level down.
Do you have a pic of the fish?
 
Sounds like the popeye is a secondary indicator of stress. Popeye doesn't make fish breathe heavily at the top. Notice the barbs picking on the tetras? You have a bunch of semi-aggressive fish in there, some of which need to school to be in good health. Also, the tetras don't have a full school to feel comfortable in.
