Shipping to Canada, and Evaporating Fish

Several times in the past I've been asked about shipping BN to Canada. I was reluctant to try it because I didn't know how much trouble it would be to get fish through customs. A few weeks ago someone e-mailed me (no clue where he read that I have BN available, or found my e-mail, but that's beside the point) and wanted some pleco's. I gave him a price for 2m/2f sexable adults, and received paypal payment shortly afterward. I had the fish bagged and ready to go Priority Mail, and went to print out the shipping label, then realized he was in Quebec. I unbagged the fish, refunded the payment and apologized.
He was very insistent, however, that he wanted the pleco's. I explained that I would need to order some poly filter for bagging first, wouldn't guarantee live arrival, and the postage would cost more than the fish. He still insisted that he wanted them, so I ordered the supplies then found I also had to order some forms and envelopes for international shipping as well.
Last Saturday I bagged the 4 BN individually in doubled breather bags with a chunk of poly filter to absorb ammonia and other organic pollutants in transit. I packed enough loose newspaper in the box to cushion the bags, filled out the customs form/s (multiple copies) and shipped out the box at the local post office.
Friday I received 2 e-mails, one from the buyer and one from paypal. He claimed that he only received one BN rather than 4, and filed a dispute with paypal. I responded to both, stating that I had sent 4 fish, and if there were any missing it was because customs had taken them out. He replied through the paypal dispute that the box had not been opened before he received it, and that customs would have included a note if they had removed anything. My response was that he needed to check with the postal service. The box was weighed in just short of 8 lbs when I sent it out, and I'm sure it was weighed again somewhere along the way before being delivered. I really think he's simply lying, and hoping to get either more fish or a refund through paypal. :bs: :mad2:
Any other idea/s that may be helpful in this situation would be appreciated, the box weight was the only thing I could think of. :help:
 
Does he have any "proof" like photos of the opened box? I'd think a box sent with 4 bags o' bn pleco would show large empty spots which obviously meant something was removed...? Dang, that is lame. The weight thing was a good idea. Good luck!!

Do your copies of the customs forms have weight, etc on them?

Do you have a receipt or statement to show what you paid @ the post office (or saved electronically)?
 
I have no idea what else you can do except walk on this one. Seems if customs took something out they would have a requirement to at least send some notification to the sender of the package.

Sounds like a scam to me.
 
The weight of the box and the postage cost was recorded on the customs form by the post office clerk when I mailed it out. It was a medium flat-rate box. No pics, though it would be pretty easy to take 3 bags out of a box then take a pic and claim that's how he received it. No mention that the box was wet or looked like it had been, and the tracking number doesn't even show that it was delivered.
 
I'm sure this guy was just pissed at paying so much postage and wants some extra fish and/or money back to compensate.

Have you Googled the individual? Does it seem like their reputation would matter to them on forums, eBay, etc.? Sometimes the only way to get results is to look at it from that angle.

Did you ask to see a pic of the one fish he received to make sure it actually made it?
 
I did a google search, it seems that Steeve Spenard (aka BFcarbon, aka Chris on the e-mails) is a Canadian distributor of RJX r/c helicopters. Out of 3 search results, one was from some sort of r/c forum complaining that he had ripped someone off and wasn't responding to e-mails or phone calls any longer. I'm hoping that having a clean record with paypal for a number of years will count for me in the resolution of the dispute, particularly since his record doesn't seem likely to be as good.
