Sick Rainbow...Please help!!!!!!!!

One of my Neon Rainbowfish won't eat at all and seems to be breathing pretty rapidly. I had the same problem about a month ago with a rainbow and he didn't make it. I tried Maracyn and Maracyn 2 but it didn't help. Any suggestions?

My initial thought was a gill fluke of some sort, but when the Maracyn treatments didn't work I was clueless.
 
I guess I should mention that he hangs out about 3 inches from the surface and is pretty inactive. He does swim around with the other Rainbows on occasion, but for the most part he just hangs out in the same spot. He also seems to be a little darker than normal. It all seems to point to a gill problem, I just don't know what to do.
 
What size tank is he in, what are his tankmates. What are your ammonia, nitrite, and nitrate levels. pH would be helpful to know as well.

How long have you had him and how long has it been acting like this? Any signs of nipped fins or physical ailments?

The answers to those questions can help us sort through what it is and isn't.
 
I have 6 Neon Rainbows, 4 Cory Cats, and 2 Mystery Snails in a 29 gallon tank. The tank has been up and running for about 5 months. I've had him for about 4 months but he just started acting like this 2 or 3 days ago. I don't see anything physically wrong with him, just a behavior change.

Ammonia is 0
Nitrite is 0
Nitrate is at 20 ppm
PH is 7.2
 
Nitrates a bit on the high side if tank is not planted..so if it is not a planted tank I would say a water change would help things
 
Are you sure that Maracyn is good for flukes? It was suggested to me to use prazi for fluke treatment. Just type gill flukes in the search feature and it should bring up some threads that will have some more information.
