I want to introduce some live plants but i don't want to change any lighting, have to inject C02, or anything like that. I want to start out slow and cheap.

How about some Java Fern attached to drift wood and rocks?? Would that be enough to help reduce nitrates and make the tank healthier, or do you need much more than that ??
 
Anacharis is another option. It doesn't usually look that great in low light (IME), but it will survive and likes nitrates. I agree that water changes is the best way to lower them though.
 
yes I do my water changes, I'm not a rookie, I'm just looking to improve the overall health and make it better than ever.
