Starting over; need your expertise

The hairy algae finally defeated my attempts to grow a few plants in my "regular" tank. So I would like to set up a separate planted tank. Hope you guys can suggest some specific products for my fresh start, which I assume will be a low-light set up.

Here is what I have already bumping around my basement, which I would like to utilize, if possible:

20 gallon long tank, OR, a 29 gallon tank
55w compact fl strip light and a glass cover/canopy
2 Hagen CO2 systems

I have been reading up on the net, but feel unsure as to exactly what products would be best: type of substrate (flourite or eco-complete?), filter, fertilizer, etc. The cost is not an issue, and I would rather buy stuff than do a D-I-Y project. Any suggestions and advice welcome! Thank you

for substrate i recommend Red Sea flora base, it looks just like ADA aqua soil but its bit cheaper and performs just about the same.

filter- a canister would be good if you have the money get an eheim 2215

fertilizer- im not a fan of dosing my tank regularly, what i do is get those tablets and put in when you first start you tank with the substrate.

for lighintg, that glass cover, is taht really necessary?
