Stocking suggestions?

We need a little bit more info on the type of system your planning before can give you good suggestions...

Is it going to be a Reef? Fish Only / FOWLR?

Aggressive? Peacefull?

I'd go for a dwarf lion and a centropyge angel... one of the more notorious coral nippers, like the lemonpeel (I LOVE those!) or something like that. I like the arc-eye hawkfish too. I'd use this tank as an opportunity to keep fish that are seldom reef-safe, but that's just me....
 
Both the fish you've already suggested (the dwarf lion and the toby) would be great.
 
Dwarf Lion whould be alright, maybe a hawkfish for color. and if you wanted to do something unique (although I would suggest it if you know what you are doing when it comes to SW) a cowfish would have you staring all day long at your tank just make sure that they arent the cowfish that needs a big aquarium pm if you need the specific type that can be put in a 45G
 
I definatly recommend a dwarf angel then.

yeah i don't think that a cow would fit in a 45, maybe there are small kinds, IDK.
tobies are nice and full of personality, a pair of maroon clowns or another large clown species would be cool.
dwarf lions are pretty cool as well but don't do a whole lot, even by lionfish standards. hawks are nice as are smaller wrasses like six lines and twinspots
if going with a mid agresive tank, the larger damsels, velvets, sgt. majors, dominos, are good and can be pretty "pet fish" like.
