Strange problem with a White Cloud

Well guys I have 6 white clouds and one tiger barb (returned my 2nd one) in my 10 gallon tank. It's cycled and has been running smooth for over a month now. I just did a water change, about 50% today, and the fish seem fine. There's one white cloud that is hovering near the top with it's mouth open. I just fed them (flakes) and everyone else seem to be doing fine. What might the problem be?
 
I have one of the 5 test quick drip test. My Nitrite and pH seem a bit high at the moment but nothing off the charts. The tank has been set up with fish in it for about a month. The tiger barb one picked on another tiger barb when I had a second one in there, he leavevs the white clouds alone. It seems like he's tired and can't swim or something, and his mouth is constantly wide open. None of the other fish seems to be affected.
 
if your fish are gasping at the surface, you need to do an emergency water change. your tank is cycling. nitrites effect the fish's gills and makes it harder for them to take oxygen from the water, hense the gashing at the surface of the water, where there is a higher concentration of dissolved oxygen.

what are your exact numbers?

test strips can be inaccurate at times, get a liquid test kit, they are much better.
 
What confuses me is that it's just this one fish. There are 6 other fish that seem to be doing just fine. I did a water change about 2 or 3 hours ago (I usually do about 50% each week). I'll have to get a liquid kit because I really don't trust these strips and it's hard to get accurate numbers.
