SUMP piping??

I was wondering what size of pvc would be the best for making the return and overflow lines.

Also i should add a shut off valve on each one correct

For overflow, you want to match bulkhead diameter, preferably at least 1" drains--slightly bigger is better. For return, most choose around 3/4" to 1". You should only need the check valve for your return line.
