Tank population and capacity question

Well, I'm back with yet another question. Here's the deal. My tank dimensions are interesting, since it's octagonal, but starting from the front panel and going around, here are the face length measurements-- 16 inches x 8 inches x 4 inches x 8 inches x 16 inches x 8 x 4 x 8. The depth is approximately 18 inches and the width is approximately 13 inches. The tank is moderately planted with fake grasses, rocks and tall plants. The contents are currently 10 glowlight tetras, 12 cardinal tetras, and 6 white cloud mountain minnows.

Knowing that the 1 inch of fish/gallon rule is not necessarily applicable with such small fish, what is this boards' experience is the median capacity of this tank? Not the maximum capacity, where I'll be having to do water changes every week, but a comfortable capacity? I was planning on adding more cardinals (maybe 5-6 more) and 2 more white clouds, and planning to add some bottom feeders. Right now, I don't like my fish options, so am thinking of getting ghost shrimp. Amano shrimp and cherry shrimp are pricey, but if they're better than ghost shrimp, I'll consider getting them. As it stands, I've heard that you could go 1 shrimp per gallon, but again, rules of thumb are strange. 320 sq. inches is my total bottom surface area minus some space my fake rocks are occupying.

What is everyone's opinion 1) of the max capacity of my tank, 2) how many shrimp i should get and 3) what kind of shrimp?

On an additional note, there's a store with vampire shrimp available!!! Aparently they're also called Cameroon Armored Shrimp. What are people's experiences with this shrimp, and again, capacity?

320si x 18 in = 5760 cubic inches
divide by 1728 to convert to cu ft = 3.3 cu ft
multiply by 7.5 gal/cuft to get gallons = 25 gallons

28 x 2" (at maturity) fish is already overstocked.

My cardinals are 2" now, I don't know about glowlights.

You are way past being able to add any fish at all. All those fish are mid level swimmers, it must be rather crowded.

You cannot have a tank that is as crowded as the fish store tanks without having a massive filtration system in the back that adds many gallons unseen, as they do, and even then, you are likely to have the massive fish losses that the stores have.
 
Fish stores also have a fairly quick turnover rate. Their tanks are "overstocked" but a) the fish are not yet full grown, and b) the fish don't reside in the tanks for more than a few months.

My advice, pick yourself up a 15-20g tank, or even another 25g, search for a used one to save money, but be sure to check it carefully before buying. Move the glowlights over. Now you can add some shrimp to both tanks.

My readings on the minnows indicated they were top swimmers, but that seems to be wrong.

Adding ghost shrimp is out then. Too bad, I had thought that they wouldn't have added to the load too much.
