brand new tank never used, i told him id give him $20, and if it is in perfect condition $25, ill still need to find out the make/model of the filter/light/lid/heater.

does/should "never used" affect the offered price much?

Well, if you wanted to pay the never used/new price you'd go to the LFS and buy it wouldn't you? So no, don't let that influence you to pay more. The idea of getting tanks through craigslist is to get an awesome deal that you couldn't get at the LFS.
