Impossible question to answer without additional information.

If you are in the midst of pouring something into the glass, I would say its half full.

If you are in the midst of consuming the contents of said glass, then I would say its half empty.

Usually though I would state that the glass is full. Unless the glass contains a vacuum, it is always full of something.

I dont care, A few more gulps and it will be empty, then I open another can of beer, the glass is completely full and the can is empty. Soon, the glass will be empty again and I will have to open another beer.
 
So what's in the glass after you succumb to alcohol poisoning from consuming so many beers? :p:
