Now, the question is, what sort of filtration do you have? It sounds like you have multiple filters plus an airpump. There are several options, the first of which is to get rid of the airpump altogether. Rising bubbles provide circulation in the tank, due to the water moving wiht the bubbles not particularly from the bubbles themselves. So, if you have strong filters, then you can skip that.
Next, we need to hear about exactly what filters you have after that. It may be that you can alter the filter in some small way to make the flow more gentle without altering the volume. Perhaps remove a nozzle, or enlarge spray holes, or just redirect a jet toward the wall to break the force of the flow. Tell us what you have and we can talk about it.
One other option may be to simply add decorations that provide shelter from the flow, like trout in a stream hide behind rocks and in pools with gentle backflow to rest.
