Too Much Aeration - Too Much Circulation?

Normally, on a RUGF, they recommend to not use the air lines, so you do not build up air pockets under the plates.
 
I originally thought that I would use the powerheads to pull the water through the plates and recirculate it back up by the bio wheel filter. I kind of wanted to go with a little overkill on the filtration so that I would ensure good water conditions for the fish. But the powerheads were both putting out allot of current and then when I added the air lines to them they were a bit overpowering. Now I have them reversed to go through the UGF and push the debris up through the gravel and into the filter. I have the air lines hooked up to the powerheads still but the air isn't being pushed down the tube to the plates (which is a good thing). The air is just blowing out the outflow of the powerheads lightly enough to create some small bubbles and surface agitation.
