Trimming plants

I have a couple of plants that have reached the top of the tank (hygrophlia,,,watersprite,,,), can i snip these down, and will the snippings become new plants if left in the tank?
 
Yes. Stem plants can generally simply be cut up with impunity and replanted or floated. Leave some air roots attached to the clipping so they don't have to completely reestablish themselves. Remove any leaves that might get burried to prevent them from rotting in the substrate.
