Two questions

First, can algae grow by flourescent lighting only? I'm assuming it can.
Secondly, will Neon Tetras reproduce in a tank containing only one false plant and gravel ? (I
don't want them to reproduce).
Any thoughts on how to avoid any unwanted reproduction would be appreciated.

2 quick answers would be yes and yes. Well honestly on your first question most any lighting seems good enough for algae. If you don't keep the light on all day though it helps greatly with algae control.

Now as for the neons. It is technically possible they will try to spawn. The likely hood of them doing so in your aquarium is highly unlikely though. That I could tell my neons have never tried spawning, but my cories and raspborra have both made attempts. Each and every time though eggs just get eaten if left in the aquarium so problem solved if you don't want excess fish.

as hound said, you won't have a problem with the neons breeding and if you did, count yourself lucky because you can easily get rid of them and it's not too often that neon's breed in the aquarium without a lot of work anyway. Kyle

Most fish (except guppies, and other live-bearers) if they breed, it takes an effort to get the babies to grow or even stay alive. Do not worry, neon are not the easiest to breed.
