Yes, the eggs are laid above the water line. MsJinkzd's thread will be a good resource. Part of the reason they are laid above the waterline is to avoid predation from fish. They won't likely lay the eggs on a floating platform, but you can move the egg cases once they harden and place them on one. A little styrofoam works well enough.
